Break up seqware-distribution #318
Description
The seqware jar distributed with workflows is getting ridiculous.
As low-hanging fruit, split up launcher/scheduling capability (plus its many dependencies) from the minimum needed for workflows (AbstractDataModel, GCR, and ProvisionFiles) and put that in a new jar.
Then reverse the memory bumps in #317
