Emitter Category wrong for V0

In Emitter Category Set "C", coding 4 and 5 (i.e. cluster and line obstacles) had been defined for V1 and V2, but not for V0.
Method IdentificationMsg.getCategoryDescription() should therefore return "Reserved" for V0.

[...] ADS-B Version Zero (0) Aircraft Identification and Category Message, the Emitter Category subfield does not include encodings for Cluster Obstacle or Line Obstacle.
