Question: EVSARSA - Expected value calculation

Hi! I have a little question, I`m confused with a calculation of expected value in EVSARSA. Could you please explain how do you get probabilities in this method [EVSARSA getValue](https://github.com/Scitator/rl-course-experiments/blob/47e7666e2bc618ca4007372f411c3626fd7efc2b/TD/evsarsa.py#L72)?
