Beef up starter kit with reset CSS

Add empty CSS declarations in the starter kit, like such:

body {

}

I think it would be cool to have a bit of commented out code in the start kit CSS file that acts as a "reset" for OFW, and gives people a place to start with subtheming.

For example, have code that overrides Boostraps nav, button, well styles to make them plain.
