Add a date of expiry for the cellids

The database contains many old or false cellids.
Is it possible to add a date of expiry at the moment especially for France and Germany (place 1 and 2 in Europe and our region :-) ).
If the Mozilla Firefox for Android includes by default the collecting from the cellids i would add the another region later in the world.
The oldest date for the cellids at "Updated" is the 2014-08-19TXX:XX:XX.XXXZ.
Is it possible to filter out all cellids where the daily import timestamp and the timestamp from "Updated" is > 400 days (date of expiry ~ 400 days, minimum 360 days to get one measurement to update the timestamp "Updated" for the cellid + 40 days reserve) and mnc is 262 and 208 and don't show it on the map?
