feat: add a standard build and deploy workflow for Google Artifact Registry

Some of our container images are stored on Google Artifact Registry (Google Container Registry will be sunset soon and the images is now on Artifact Registry). So a standard workflow for that is definitely good to have for future services to simplify and standardize their deployments
