Site Observation Creation

Add in a simplified way to create a site observation from the proposal editor.

A way to generate a site label from an existing image instead of relying on the proper site proposals.

So they would have an option when going through the proposals at a time stamp to add a site observation. They could then specify the label for that site observation.

When on a non-observation in a site they can convert the image into a site observation.

• Button "Convert to Observation"
• Automatically creates an observation at that time utilizing the current Site's Bounding box
