新版本UI中请求速率限制存在显示code不为500和速率限制不生效的问题

问题描述

目前新版本的UI中关于速率限制页面的设置是失效的，且达到速率限制后显示的页面也存在问题

具体为如下的几个问题

1. 429速率限制页面第一次不刷新触发时显示的是500错误
2. 设置界面的组件失效，我已确认关闭了速率限制及更新后端后重复提交了一次关闭请求，但是仍存在速率限制
3. （存疑）体感上感觉速率限制的算法存在卡顿，时有时无且等待恢复的时间较长<img width="3185" height="1711"

复现步骤

在设置中重复点击直到达到速率限制，页面会显示500错误，但实际上后端返回的结果是429。目前已确认清空了页面缓存

预期结果

1. 修复429速率限制页面存在的问题,达到速率限制时正确显示429而不是500
2. 建议调整一下速率限制页面的文案，与实际信息同步
3. 建议将速率增加到正常挨个切换选项卡查找设置路径或新变动时的人类操作极限（约1秒点击一次），并且使用时间切分粒度更低的统计周期（如180s降低到60s）提升体验

具有一定幽默意味的是误触提交后，看到这个提示反过头去查看发现429触发后无法从页面查看版本号 :P

500错误页是因为触发了429导致没有读取到正确的数据所以前端报错，不是服务端报的，之后可能会考虑优化一下错误提示。
web api和静态资源的路由限制频率是在环境变量设置的，可以自行关闭或者调大。
