Feature Romanization uses what technique ?

I want to use feature Romanization to transform person's name in Thai character to Latin character.
I want to know what technique it use, such as rule-based, neural network, ?

• royin - (default) based on the Royal Thai General System of Transcription issued by Royal Institute of Thailand.
