Remove url_check.yml: URL hygiene centralised in PyAutoPulse

The offline + live URL audits now run from PyAutoPulse's central url-check.yml workflow (one consolidated [url-check] issue across all repos) instead of per-repo. Part of the Build/Pulse/Agent separation.
