Issue Description

When using bone meals in origen biomes they do not work and generate flowers only tall grass

Steps to reproduce

1. Get Bonemeal
2. Right-Click on grass
3. Done

Expected behavior

It should have flowers of some kind

Actual behavior

No flowers only tall grass when right-clicked

I can confirm this happens using only Terra with:
Purpur - 1.21.8-2492-HEAD@36a95d1
also tested on:
Paper - 1.21.8-11-a5f2f61

Terra Version - 6.6.5-BETA+b149497c6
Pack - OVERWORLD (Both 1.0 and 2.0)
