Allow contact information to be private (or shared)

One of our partners asked if it would be possible to make contact information private on public profiles.

• add a rdp.settings.privacy.default-contact-information-level
• use a placeholder in the REST API (or null?) for hiding contact information
• omit sections in the public profile when privacy requirements are not met
• omit sections of remote user profiles
