Ground it in the real seams still visible in code: legacy PanoramaV1 routes in backend, direct auth-service coupling in telegram, protocol-coupled language in zico_agents, and protocol-only adapter registration in execution-layer. Acceptance notes: the matrix must name the public HTTP namespaces, shared DTO modules, discovery contracts, and execution-layer registration surfaces, and explicitly mark everything else internal-only.
