Better Error Message on Post Data

The Issue

The submit endpoint https://submission.pcgl-dev.cumulus.genomeinformatics.org/api-docs/#/Submission/get_submission__submissionId_ doesn't report the errors between comparing active submission vs active submission and active submission vs committed data.

The error actually comes from comparing records in local submission and committed data, but the message is unclear of what records are duplicate.

Better Error Message

The endpoint should indicate whether the error is from active submission or committed data.
