Can't get to/past launcher when streaming via Apollo

Apollo is basically glorified remote desktop and somehow the usage of it prevents PD from loading entirely. It's not a virtual display thing as removing the driver for the virtual display ultimately doesn't help and not GPU specific (Tested with GTX 1080 and RTX 2070.) Changing the window type in the config doesn't help either.
