Call from gateway to user denied #11

Hello
I'm testing OpenSIPS and got started using docker.
I created a gateway and gateway (my cisco router that acts as my phone provider in my lab), i made a rule to direct calls to it. I created a user, added one alias (4612900@10.86.19.8), enabled and allowed PSTN on the user.

Then i made a successfull test call from a softphone -> opensips > cisco -> another PBX -> extension.
So far so good.

Now i want to return the call but it gets blocked by opensips.
The logs say:

What am I missing in my setup?
