Clarify the purpose of show_create and create arguments in TomSelectConfig

The TomSelectConfig class has show_create and create arguments, but changing their values doesn’t seem to have any effect. I can make the "create" button appear when adding PluginDropdownFooter in the configuration, but these two arguments alone do not appear to do anything.

Could you clarify how these options are supposed to work?

Sorry, I understand the purpose, but I don't see any utilization of the create_url in the source code. Also, here I see a hardcoded URL name:
