Add android:debuggable=true in MASTG-TEST-0262

Hello,
MASTG-TEST-0262 is a static test for Android backups.

Evaluations criteria include: android:allowBackup, android:fullBackupContent, android:dataExtractionRules.
However, even if the aforementioned, directives are correctly implemented, backups are still possible if the android:debuggable is set to true.
