Refactor ActiveJobs #4686
Description
The key takeaway from the attempt at model testing ActiveJobs in #4568 was that the model structure of activejobs is a bit unwieldy, and required a lot of work to test properly. Now that system tests have been merged in #4583, we can refactor the implementation with confidence that essential functions will be preserved. This will open the door to simpler testing of individual pieces in the future
