[Feature] LinkML Validation: Rich Schema Support in DataFed

LinkML Validation expects a certain level of rich description of schemas in DataFed. This issue is to declare the development of a proper SchemaDefinition (SchemaDef) object in DataFed.

The SchemaDef object contains information such as Schema Name, Schema Description, and Schema Content (the schema itself). An API schema to describe interaction with this SchemaDef object should also be defined.

Once SchemaDef has been defined, the LinkML Validator can continue development with understanding of the object it is interacting with.
