Conditional formatting rules are excessively copied when copy-pasting data within rule range

Expected Behavior

When I copy cells within a range of conditional formatting rules, the rule is not modified and no new rules are created.

Actual Behavior

The conditional formatting rule is copied with a new applied range matching with pasted range of cells. New rule's range is a subset of a range of the old rule.
