Improving energy conservation and re-introducing specific NorESM2 ZM settings into NorESM3

-NorESM2 had a number of ZM fixes that has not been included in NorESM3
Thomas Toniazzo has further developed routines for improving energy conservation in CAM

At any rate it is possible that only the energy / enthalpy part will be finished in time. That should not change the climate by much.

I have tested with restart (2 months and 1+1) Since Thomas uses sandbox structure the test is in SourceMods structure. I will move it into branches tomorrow and check that it gives the same answers

Would be important to have a simulation just with this change. Merging into the chill code tag is too early without such a documented "impact" sensitivity simulation.

I plan to send in a pull request, but with a version with the update turned off by namelist
