feat: support metric for each applications

We may need a complete o11y solution.
Requirements:

• Metrics (Basic requirement)
• Tracing (For each submission and self-test)
• Logs (Centralized Logging and Visualization Platform)

Proposed Solution:

Data Collection: Implement OpenTelemetry for collecting metrics, traces, and logs.
Presentation Platform: Grafana or other Plantform.
