The code execution cannot proceed beacause MikTex210200-bzip2.dll was not found !

I tried three times to update my MixTex installation (basic-MiKTeX-21.2-x64.exe) as an administrator and virus protection (Norton) turned off, in all cases, I get the error in the title at 33%. What's going on? How can I update the installation so that I can use it in RStudio? Thnak you.

Improvement. Update now stops at 47% at miktex-config-2.9. It hangs there. How come a program cannot be installed?
