[Bug]: BEP20 token display $ value for incoming transaction and not for outgoing despite there is no $ value on the on-chain metric

Describe the bug

ATOK BEP20 token address: 0x900650C66c8D317DF5CaCc2Ea0D2F39549bA8632
has a $0 value, yet the MetaMask activity page displays a $ value in cents for incoming/deposit transactions, but not for outgoing transactions.

The user experience should be seamless, where the transaction token value remains the same for both incoming/outgoing transactions.

Expected behavior

Both transactions (incoming/outgoing) should have the same $ value, depending on the token $ value itself.

Verify the price value in $ (it should show the same as on the on-chain data)
The activity page should see a cohesive $ value.

Where AccountsAPI was not returning token balances.

We have worked on some fixed in our AccountsAPI and also added a more stable fallback mechanism in core
MetaMask/core#8132

We can close this once the above core change is merged
