[BUG] 9955hx3d CCD2 per core CO not working/stops working

Describe the bug
When doing CO tuning, CCD2 on Fire range (at least the 9955hx3d) does not have its per core CO settings apply/applies maybe a few times after reinstall then stops.

At random, a fresh install of uxtu will allow CCD2 per core CO to apply properly but will stop responding to changes shortly there after.

CCD1 per core CO works fine and as expected

All core CO properly applies to both CCD1 and CCD2

To Reproduce
Steps to reproduce the behaviour:

1. Apply per core CO to each core in CCD2
2. Click apply
3. Track effective clock using hwinfo and run bench (such as cinebench)

Expected behaviour
CCD2 on 9955hx3d uses per core CO settings made in app
