Epileptic friendly enhancement

I'm opening this issue to track down, list, keep updates for an enhancement that would be a great way to remove all the intense flashy effects that could cause issues

Update: 24/11/2022

• Button and Cvar
• Death Blow Flash (extreme white flash)
• Deku Nuts explosion (extreme white flash)
• Link getting hurt blinking (Disable flashing Link hurt sounds + animations are enough)
• Bombs (Disable flashing + try to add a beep timer interval)
• Bombchus (Disable flashing + try to add a beep timer interval)
• Small Dodongo hit + death (Disable flashing + as above)
• Big Dodongo hit + death (Disable flashing + as above)
• Basically every ennemy hit
• Barinade and Jelly electric effect
• Ganondorf when hit with Light Arrow (basically balls of light being stroboscopic)
• Stormy weather (lightning)
• Lightning effects during cutscenes (intro opening, graveyard family tomb opening,....)
• Magic bar blinking
