Create a new notebook that explains and shows the differences between PyXspec plotting with matplotlib and the SVG device

The tutorials I ingest are going to use matplotlib, not the SVG device, but people should still know that the option is there.

This notebook would demonstrate how to do both, and Python package equivalents for XSPEC plotting tasks for chains, contours, etc.
