Unable to install Harmony

When I try to install this:

The libraries are missing entirely:

You can see the content of the nugget package for netstandard 2.0 is empty and references the Lib.Harmony.Ref package witch seems to contain the .dll that is missing in the ref folder, I don't know if NuGetForUnity will download the dll from the ref folder. If it is not included please try to do it manually by just unzipping the .nugget file. I'm pretty curious if Harmony will work in unity as the unity build pipeline is custom and probably don't work. Do you try to interact code from unity or the .net framework? Unity has ways to change code from libraries using Assembly Definition Reference.
