Convert build system from make/scons to cmake

drk was built with palin Makefiles and scons, while dynamorio uses cmake today. In order to port drk into dynamorio we should migrate the its build system to cmake as well.

Note that currently core/configure.h is tracked and manually edited. When we switch to cmake it should be generated instead.
