Update set_cross_reference

1. There is a spelling error in corssReference tag- fix that
2. Remove the numbers on the crossReference tags: e.g. <crossReference_1> -->
3. Add a to the XML to explain what cross references are and to test how whether the EML will validate with comments and how DataStore handles XML comments
