• Neon MEI Manifest

  Standardize how Neon handles input and output by having both be in a manifest format. This would keep track of the title of the file, the time of last modification, the associated PNG or IIIF manifest (as a URI), and a list of [W3 Data Annotations](https://www.w3.org/TR/annotation-model/) that specify an MEI file (again by a URI) and its respective PNG or IIIF canvas. URIs may be represented as data URIs if there is either not a server hosting the resource, or if the resource on the server cannot be modified.
