Bug description
When running EX-Installer-Win64.exe after installing the Arduino CLI I get the message Error during install: Cannot upgrade platform: arduino:avr@1.8.3 is not managed by package manager. The ful log:

- Run EX-Installer
- Click manage Arduino CLI
- Click Refresh Arduino CLI
