[V1.4.0] CraftBot special workflow's skill should not be invokable

What happened:

• Memory processing skill is invoked during onboarding and sidelines onboarding

What I expected:

• Onboarding continues as normal, memory processing skill is not invoked

Steps to reproduce:

1. Set soft onboarding to false
2. Open CraftBot and give CraftBot your personal information

Environment: (browser, OS, server, version/commit)
