Build Docker images on pushes to main with version tags.

Ideally, users shouldn't have to rebuild the docker images from scratch every time they want to use elpis.
We can do this by building and uploading the images every time a tag is added to a main commit.

Ben mentioned Nick had this set up for old elpis, so we might steal that action.
