Create option to add a hyperlink as a popup element

In Carto, you are able to add fields in popup elements that are hyperlinked.

In Cartoframes, the cartoframes.viz.popup_element accepts a string as a variable, but it cannot render a hyper link.

One of the small features that would help close the gap between the two products!
