How does a bounty get funded? In stb 1.0 the bounty is funded when it is issued, but it seems like it is now two steps.

1. create bounty
2. send tokens / eth to bounty

Is breaking this into two transactions the best way to do this? Its kind of weird to have a bounty briefly be published with zero value.
