Expected Behavior

based on current manual version, fluids should be able to be picked up from a pool using low power mode (redstone signal)

Actual Behavior

pump requires power AND redstone signal to pump in world fluids

Steps to reproduce

1. place pump on edge of pool and set input to pool.
2. place tank on another side of pump and set output to tank
3. add redstone signal of any sort
