Workflow for TraceWin -> ImpactX input

A local workflow in Jupyter for translating TraceWin -> ImpactX lattice files was previously developed using lume-tracewin (https://github.com/ChristopherMayes/lume-tracewin).

This should be documented and made publicly available.

Looking at the logic in lume-tracewin, the supported TraceWin syntax is very simple and minimal.

If this is all we need, we can even implement this as a parser here.
