Reinstall/remove menu only occurs when installing the same version/installer

Description:

The current implementation of the installer only displays the reinstall and remove dialogue when explicitly reinstalling the exact same version of the installer.

Suggesting improvement, and to help user further, by enabling once BHoM is installed (any version) providing a similar dialogue that states "Reinstall"- but with more details about which version.

i.e. Which version user is currently on. And then which version they are upgrading/downgrading to (or simply reinstating)
