setting time format does not work

settings time format via gsettings does not work,
```shell
gsettings set org.ayatana.indicator.datetime time-format '24-hour'
```
if i set it it persists but the indicator never changes from 12-hour clock ever, the only way is to change locale which means it is probably hardcoded to get from locale instead of from gsettings schema this should be fixed.
