PR: Incorrect IFC Export: (instance) + (type) produces invalid IFC Predefined type

Problem Description

When exporting a Revit model to IFC4x3, using:

Export As (instance parameter)
Export Type as IFC (type parameter)

It produces invalid IFC files that fail validation in buildingSMART’s Validation Service.
The issue appears to be caused by incorrect and duplicated generation of both IFC instances and IFC type objects.

We are actively working on reducing the validation errors. This one is fairly harmless, but we are still going for 100% green.
