Hosted Compiler to support older version numbers in pragma line #52

Describe
When I try to compile a vyper contract with a version number older than the latest which the hosted compiler supports, it throws wierd, random exceptions.
Specification
It would be nice to have the hosted compiler be backwards compatible with all version of the compiler from 0.2.16 and newer.
