1. • Contract Number - What is the current contract number and contract value?
2. • Price Submittal - It seems that a permission is required to view one of the documents mentioned in the RFQ. Specifically, this is the link: https://docs.google.com/spreadsheets/d/1bmsshuqnFdhFXky6QEMJW_6ldgAedUAi_MFJKGwOtSc/edit?usp=sharing . It is in "Price Submittal" section on page 2
3. • Evaluation process - Will the price (phase 3) be reviewed after oral interviews (phase 2)?
4. • Technical Approach - Does the 10 page limit exclude cover page and table of contents?
5. • Response Form - The "GSA TTS Search.gov Development Support RFQ Response Form" seems to have an issue. It isn't recognizing our DUNS #. We believe there is an issue in the validation for this screen. Although we're entering a 9 digit number it still says "Must be a number equal to 9". Here is the screenshot demonstrating the issue
6. • Key Personnel - Is it up to the industry to come up with the number of key personnel? Will the number of key personnel be a factor in evaluation?
7. • Similar Experience - The second last bullet point has text "or an anonymized fork of a repository with Personally Identifiable Information/sensitive information is strongly encouraged" Is this a typo...should it read without Personally Identifiable?
8. • Similar Experience - We believe the sentence "[..] is strongly encouraged over screenshots of private repositories" unduly restricts vendors doing work for clients that don't want their source code posted openly because of intellectual property concerns and unduly favors vendors doing work on the open source. We request the government to remove this wording from the evaluation process. Since Oral presentations are part of the evaluation process, government can request to view the vendors private repositories over a screen share session as part of the oral evaluation.
9. • Similar Experience - Will two projects similar in scope suffice or are 3 projects required at a minimum?
10. • Price Submittal - Can the price be submitted via the XLSX file found on GitHub or does it need to be submitted via the RFQ Pricing Form? In regards to the DUNS number issue, I tried putting in just the number '9' and it worked; I think there's something wrong with the validation, it's looking for a number equal to 9, and not a nine digit number.

1. The incumbent on the current order is Blue Beacon Consulting, Inc. and the current task order number is GSH0013AA0166 with a total value of $10,270,759.37.
2. The Price Submittal form is posted in GSA eBuy, and can be downloaded from there. As stated on Page 2 of the RFQ: Quoters shall download the Pricing Form, fill in the information required, and upload it to Section 5 on the GSA TTS Search.gov Development Support RFQ Response Form.
3. Yes, prices will be evaluated after oral interviews, as stated on Page 7 of the RFQ: Each Quoters price quote, including the Base Year, Option Years and Optional Tasks, will be evaluated separately from the technical quotation and oral interview.
4. The 10 page limit excludes the cover page and table of contents.

6. Yes, it is up to Quoters to propose key personnel and identify them in their technical response. Key Personnel will be evaluated under Factor 2: Staffing Plan, as stated in the 3 bullets shown under Staffing Plan on Page 4.
7. The fork of the repository should be anonymized, as stated in the second bullet on Page 6 of the RFQ.
8. As stated in the RFQ, the Government strongly encourages access to repositories or screenshots. However, it is not required in order to submit a proposal. It is understood that some repositories are not allowed to be shared. Because links or screenshots allow the Government to effectively evaluate the Quoters’ abilities, Quoters should consider alternative methods to demonstrate the their abilities when links or screenshots are not possible. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete similar experience information rests with the Quoter.
9. Up to 3 projects should be submitted, as stated on Page 5 and 6 of the RFQ: Please provide examples of up to three (3) projects, within the past 3 years, of similar subject matter, dollar value, duration, and complexity as that outlined by the RFQ. The narrative shall include the point of contacts for the projects.
